Would be better to have the ammo save as the default. If you mess up, you can just double tap again and bypass the long reload and use the short one. If long reload was a double tap, and short one was a single keypress, you'd lose ammo messing up.
Plus, given that I've been using a single key press to reload my weapons in FPSes for about... oh, 17 years or so now I think I'd rather keep the "swap out for a full mag" command (the closest thing to the ammo-pool-style reload I'm used to) as a single key press since it'd be hard to unlearn that muscle memory. And I wouldn't want to throw away any of my bullets thankyouverymuch!

Would be pretty trivial to make it a toggleable.
Hold key would work as well. This could also be a toggle.
Tbh, they should just make double tap and hold a bindable option for keys. Theres things it would be pretty good for. Press G to throw grenade. Double tap/hold G to switch to grenade, for instance. Be able to compress 2 weapons/actions into a bind so you don't have to reach across for the 6-0 keys, etc.
