I'm hoping I'm wrong as hell. Really really wrong. But that screenshot is very much giving me this impression.
What is shown is the certs, which deal with the straight up power increase for individual players, requiring battleranks and an EVE Online style time-based advancement system. Sidegrades are completely separate and require in game resources, and perhaps other prerequisites (specific certs? battlerank limits? who knows) to acquire.

Think of certs (what is shown here) as your characters skill improving, and sidegrades being equipment customization.

my guess is, this is the screen where you choose from the certs you have already unlocked, to be active on that vehicle. like you have unlocked 4 levels of reaver armor upgrades, you go to that screen and choose if you use them on your reaver or if you use some other unlocked certs like more ammo instead.

that would explain why there is such a small cert tree. the screen where you unlock your certs is something different.
the screen we got here resembles the bfr-setup terminal, and the cert-unlocking will be something like the cert terminal in ps1.

Guys, I hate to be the partykiller but I think that is the entirety of the Reaver cert tree. You can see some of the cert boxes with a slightly glowing/thicker border, and the mouse hovering over one of them says it's "acquired." The rest farther down don't have that thicker outline, indicating that they aren't acquired yet. The big glowing yellow outline is probably the queue for training.

Do note that there is a scrollbar that has room for at least 1 or 2 more rows of certs, although I'd say it's just basically 2 certs in there hidden, cos the lower you go, the narrower the rows get and the "lowest" rows we see there are already single cert rows.

I have a hunch that's not where he's coming from, Vancha, rather just a guess based on the amount of stuff shown and the amount of tree space (to the sides) that is unused. What we can't be certain off, is whether this is just a submenu of "Reaver -> Certs -> NC Reaver (etc)". That does suggest it is organised as a bunch of directories of cert sets.

Not quite sure why you would not show all the available certs for one vehicle at once though in a mixed tree. Seems to be plenty of room for it.

Btw, I do think I recall Higby saying you have to unlock things to upgrade them first (even gunner spots for the MBT?). And as you unlock skills you could sidegrade them a bit. So it's possible it's not just sidegrading at first, just sidegrading once you've unlocked some stuff.
