Means that 1 of those certs are 3 points, i'd guess sniper is 3. whit the rest beeing 2.

Not quite. Look at the picture again.
First off, BR10 means you would have 11 cert points.
Second, you get Standard Assault and Standard ExoSuit for free.
So that means he bought 5 certs (Anti-Vehicular, Medium Assault, Sniping, Agile ExoSuit, and Hacking).
11/5=2.2, so 2-3 like was originally stated.

I think it comes out to an average of 2.2 points a cert.
