If they have 0 armor and are that visible while running, being an infiltrator is gonna be a difficult and annoying task. I think they should at least have 25 armor or something

1- That is far from being visible, he's visible cause there is no action but i dare you to try and see this guy from 5 feet away when you have 4 other guys shooting you.

2- A cloakers job isn't to run around and shoot, it's recon or deep cover sabotage meaning it's a slow and careful mission not run in base and hope no one sees you.

I'm glad they're taking special care to not make infiltration overpowered. Look at DAoC if you want to see a game being ruined by overpowered stealthers.

You can walk, which is slower then running, which means you will be less visible
