It'd be very weird for SOE to have bloom/blur only on Amerish while Indar still don't seem to have them, too. So I'd say you can turn it off

I'll need to see some more pics before I can say if you've done the Scottish Highlands justice

plus with the lack of water supposedly in game, the highlands will be missing a big feature
