I can't find the quote either but this was my understanding. It was around the same time the April PC gamer article was announced it would have a beta-key in it, so maybe late February was the statement and April was the supposed cut-off to be considered a vet?

BTW and who is an isn't a vet? I started very late, right after the Gemini merge, but since then I actually have more sub $ paid and more game time than a lot of people who are back now and were playing at release. They have 6 year merits... but only played for a year or year and a half versus my 3.5 years. Who is MOAR vet?
