Yeah I believe this is because of the Chinese players. While most US and European gamers are using 64-bit systems with Windows 7 there is still a large chunk of the Chinese players that use XP. (Something about custom XP installations).

The truth is, the game minimum requirement is:
4gb of ram

Now explain me, how do you play the game on a 32 bits system if the maximum combined memory on it is 4 gb? (cache+bios+video+other boards+ram)
I will ask on my outfit, maybe on the Yell chat, I really must know how it is possible to play it on a 32 bits windows!

I ever heard about people with 4gb of ram laptop that uses some of his ram to something else, like a secondary integrated graphics (what is a lot common on almost all laptops) that can´t run the game because it is missing 32mb from his 4gb and the game won´t launch because of those 32mb!

Good notes are battlefield 3, assassins creed 3, saints row 4, bioshock infinity, almost all great games released this year and some from last year!

It really doesn´t make sense to me to make a dx-9 32 bits game since early 2012!

The only game I know it was release without dx-9 support and was introduced later full of bugs is ghost recon: future soldier, and the game is much more system consuming them battlefield 3! If you can run ghost recon future soldier, you have a dx-11 able card!

Also, all games that I know that have included directx 11 to the game after the release received lots of performance improvement with it, like natural selection 2, also shogun 2 total war have a much better performance running on dx-11 here them on dx-9.

Another good point people told here is networking.
The game should have a low performace network option, no, it really must have it!
Once I was travelling, tried to play the game on a 3g+ connection, it is impossible. Maybe even with 4g will be impossible, I didn´t test it yet.
But we have lots of internet providers that have a download limit, here on Brazil when you reach this quota you internet speed is reduced from 10mb to something like 256kb, it just happened to my friend that he doesn´t know how he downloaded 80gb last month, even I with the steam summer sale never reached my quota (of 120gb), and re reports to me that with a 256kb internet the game is unplayable.
I do use QoS on my house, because my kid watch netflix, my wife watch youtube, everyone try to screw with my 20mb internet, but because I pay for it and I am also a telecommunication engineer, the QoS here is almost perfect and when things go wrong is normally a problem from my internet provider.
So a low speed internet support is a must have, even if you have to reduce the render distance to 2.000 or less while active.

I'd like to comment on this one:

Windows XP extended support will end April 8, 2014. This means there won't be any security updates at this point. So while it may be something to consider right now, there is no reason but the (prejudice ahead) malware infested chinese computers to continue supporting XP. Considering 32bit OS vs 64bit OS, both Win 7 and Win Vista, you can activate the OS with the same key.

Now talking about 32bit machines. There has been no 32bit only CPU since about 2006. No one in his right mind would expect a 32bit CPU to even start PS2. The only argument that somewhat counts is the overhead introduced with 64bit systems. So if you are running a 64bit OS with less than 4GiByte of RAM, it should be slightly slower than the 32bit variant.
