The only "sluggishness" is a more natural change in direction (slowing down instead of maintaining top speed) and a slower acceleration when strafing. ADAD spamming (even without the warping) is a cheese tactic, and I'm all for removing cheesy things from the game. People move fast still, they just accelerate a bit slower so they can't dodge bullets that have every right to hit them, especially when they were standing still to begin with.
In essence, characters were too responsive and jittery. It made them hard to hit and unfun to play against if enemy players abused this.

The changes to prediction and interpolation might help, but I doubt it's enough to make Icarus unable to be abused.
