Well, since there are only three conts; I would imagine that (at release anyway) most people would be on the same cont for their entire play session. And responding to a backpack is much easier if you're just flying across the cont; that having been said, getting support for your backpack is also much easier if your allies simply have to fly across the cont/spawn at your galaxy/spawn on a squad member at your hack... Meaning that the fight could quickly move from one spot to another.
Also you have to consider the scale they are looking to work with; Lets say 2,000 people on a cont. Look at that fight where they had "~50" people on the cont, it was already getting to be a lot of people for the hex, meaning larger fights are going to have to be broken into separate areas by necessity. Massive fights are a great novelty to see a few times, but they also quickly become massive stalemates that turn boring; meaning people will branch off and look for other smaller, yet moving, fights else where on the cont
