If you want to know why its because:
A normal bullet flatens on impact so it leaves a larger hole on people making big damage. A AP bullet does not and so leave a very clean hole making less damage, this applies in real life too except you would probably still die but yeah.... |

Generally speaking, you're better off carying an AV weapon if you want to fight MAXs. I only carry 50 rounds of AP ammo for my Cycler, and it's really a "just in case" measure. I rarely get to the point where I need it. Either I have enough Striker rounds to do the job, or I don't and I'm dead either way.
