Lasher or the lancer?

Relatively new to PS but I've sort of settled on VS after trying out the other two. My question is which is better all around weapon, the lasher or lancer? I've read posts from people saying they like one or the other, and most are rather emphatic about it.

So which one and why?

Lancer outside, where it basically replaces the sniper rifle.

Lasher inside. Does splash damage, so you can damage a room full of people by shooting at someone's feet. Can take down maxes quickly.

Overall (considering cert requirements and everything) i think the Lancer is slightly better. However, the biggest drawback (in my opinion) is that the ammo cartridges are huge. You wont be able to hold much ammo at all if you use the Lancer. Even in a reinforced exosuit.

No splash on the Lasher. Nooo Sir. The only reason You'd shoot at someones feet would be to make him tap dance, or sumtin'. It takes 25 shots to down a MAX. Need a reload for it since the clip holds 20 rounds.
