No, i believe the actual amount you recieve is based on time since the persons last death.

So you get more exp for the longer they have been alive?

Exp per kill is based on

Weapons they are Carrying
Armour they are wearing
Vehicles they are riding in
Time they have been alive

there might be something else to be added to that but i think i covered it.
