This is notorius from SOE. IN EQ there were supposedly supposed to be more free zones, unfortunately they abrely cranked out 5-6 of em and most of them sucked

I don't believe it, personally. While I have little doubt that they hope for PS expansion packs down the road, I think they realize that the populations are not high enough right now to think that they could sneak that by and survive. Right now the populations are low enough at certain times of the day that platoons aren't even feasible, trying to force them into an expansion (which will further lower the player pool) would be foolishness at an extreme.

This seems to confirm the existance of an expansion pack. There seems to be little doubt here that it is in the works.
