Empire Module Movement Options

Empires should be able to take modules from the bases that they have taken once the battle for a enemy continent has ended other then blowing the gen of the place and taking a lot of grief , kind of like victory trophies . It would be a lot better then just going on to the next continent and having the enemy come back with no resistance and take back the module. Maybe make it so only CR5's can move a module to keep things sane and make them have to hack the gen room each time he wants to move one but other then that be at the CR5's discretion.

What if module benefits flowed from base to base through the lattice?
