What should I update first?

Please forgive my ignorance of all things technical...

I'm currently running an AMD 950 with 512 ram. Windows Millenium with a Radeon 7500 64 mb. Needless to say I spend most large battles lagged to the bone. What should I update first? I hope that was enough info.

I'd probably upgrade the RAM. While I have the same amount as you, the rest of my rig is 1337, which makes up for the slack. But you really need 1024 RAM to play good PS, IMHO.
EDIT: Also, you'll definitely want to upgrade to Windows XP

Misc Info

You need XP and a new Vid card first. a 7500 is preaty old at this point, as it sis a DX7 generation card, you can opperate this game decently on 512. Also i have never seen AMD 950 used so it must be old too.

I would get in order of neededness A rady 9600 pro or xt, then XP
after that a new mobo, a new Processor, and some fast memory at the same time. because you don't want to fall behind the tech curve too far (if 950 follows teh 2600+ ect scale its like a 900mhz processor)
