I'll second that. Increasing your RAM is inexpensive and does the most good for increasing fps for PS. I recently baught myself more RAM and I saw a dramatic improvement.
I wonder what sort of video settings you are using. What I did was select the Low settings which turns all the frills off and then selected the Custom setting which allowed me to increase my viewing distance to a comfortable level. At these settings I have good fps (around 30-35 on average) and even when it drops during the zergs it's still playable.
1000mhz PIII, 32mb Nividia, 512mb of RAM is all I have and I got no complaints if you can believe it. I've just got a real stable machine I guess.
