Base Generator, starting bases

One way to capture the base is to disable its generator. Once this is down, how do we get it back? Does it repair? respawn? do we need to rebuild it?

Also, what bases will each empire start with? will it be up to each server to start or are bases all capped already in equal proportions?

Each Empire has 1 sanctuary continent where weapons are disabled. These are allready pre-determined and indestructable.

Destroying the generator does not capture a base, it just deactivates all but a few systems in the base. You still need to hack the command console(I think that's what it's called) and hold it for 15 minutes to gain control of the base.

I immagine eneneering cert could rebuild a generator, or repair cert could bring it back up. only speculation for now though.
