Meh, this is for the good. With people being forced to AV in order to keep their beloved, their will incidentally be more use of the Empire AV weapons, and while one AV user is useless, multiple AV users working as a team can be quite powerful.

mmmmm....why does the launcher doesn't mention any of these changes?

I got 2.4.12 as the current version, but then i play only on Werner so maybe these new patches are on the American servers first?
