While this is an aggravating detriment to society, you also have to feel sorry for the guys who have no control over their lusts. It's gotta be some kinda mental thing, what guy just decides, "hmm, I'm gonna be a pedophile."?

I don't buy the "no control over lusts" bit at all. Every man here has, without a doubt, (with the exclusion of those few pre-pubescent ones), had to deal with controlling their sex drive. What makes one person give in and the other not? Morality. That's it. Plain and fucking simple. You have to be pretty damn low to chase after girls that young. It's JUST NOT RIGHT. No excuses. They will recieve their punishment, either now in this life or afterwards.
