Haha, I use that every day to get my weather. It's so much nicer knowing EXACTLY what will be happening at 1600Z instead of getting the Weather Channel's vague "30% chance of rain and mostly sunny" forecast.

21/12 = temperature/dewpoint, in degrees Celsius
A2999 = altimeter setting, in inches of Mercury [inHg] (29.99)

Something to do with aviation, I believe

TAF's (terminal aerodrome forecast) and METAR's (Meterological Aerodrome Report) are designed and used for flight planning purposes.
