Supposedly they drained their capitol before the continent went nuetral, then started a hack with 10 minutes before the event. All bases go nuetral, but current hacks aren't wiped out, so they could get the mono within 5 minutes and no ties to the capitol. But that's just what I've read ^^

Its not our folt if we thought ahead, ntu levels should be reset to 90% and all hacks should be reset, not our folt the devs didn't think like we do
