I saw the clip in question, a CNN video called "Fun With Bush" where it catalogues his jokes during that press conference. The guy didn't say anything to anyone about being blind.

The exchange goes, Bush asks him if he's going to ask the question with shades on. The guy says he can take them off if he [Bush] would like. Bush replies with "Well I'm interested in the shades look, seriously there" so the guy says he'll keep them on, then. So Bush says "For the viewers, there's no sun", and the guy just says "I guess it depends on your perspective." Bush replies with "Touche".

He didn't exactly call the guy out on being blind.
