Well on the WSDOT map, grey are roads that have sensors capable of displaying traffic conditions but is not displaying data. I would imagine the same of Google.

Yeah, I made modules that automatically refresh the cam and map images and made a wmp module that tunes to the local news station that has traffic updates every 10 minutes. With an hour drive to work, it really helps me decide if I should take back roads or the main highway, I can shave off 20 minutes depending on the traffic.
