Some very interesting info on empire population caps was just released on the official site:
Formerly, your empire's population cap was set to 1/2 of the maximum population that a continent server can handle. This was originally designed so that battles that turned into two-way engagements (two Empires only) could grow to their maximum potential size on a continent.
However, over the past year, the continents have become less-and-less an environment where only two Empires face off against one another. Often, all three Empires are fighting on the same continent, and we've seen that this occasionally results in situations where a large organized force can arrive at a continent en masse, dominating that continent by claiming half its population immediately, leaving the other two Empires to divide the remaining half amongst themselves.
Therefore, in the interest of making continental struggles more entertaining and evenly balanced, we're now limiting the Empire Population Cap to 1/3rd of the maximum that the server can handle. This guarantees that your Empire can resist the incoming hordes...if you can get your Empire's troops to respond to your reinforcement calls. Of course, where you position your troops still makes all the difference, and this doesn't guarantee completely even battles at each facility because your troops could be spread out while the other Empire has theirs in an organized unit.
However, there will no longer be the possibility of one side dominating a continent simply through sheer numbers. Different tactics will be needed now.
