Basically, when one empire has a higher population, other empires get bonuses. Werner has a lower global population, as I understand it. Markov has a strange population. NC can get to about 50% in the middle of the day. I don't play Emerald.

It's all about the people you play with, there are good ones and bad ones on all empires, and SOE tried to make them fairly balanced *cough*. Just find a good group of people and stick to them, and ingore most of the stuff the CR5's say.
