Rocket Rifle question

I've been using the rocket rifle for about a month now and I can't seem to wrap my head around this:

Is there any advantage to the explosive ammo besides its "flak" effect.

Personally I can't tell the difference between the two when firing at infantry of vehicles, does one do better damage or does the explosive do worse damage because it has the "flak" side effect?

I'm thinking that the explosive might do more damage just because you get less per ammo slot, but I have no idea, anyone know?
