Also, before you freak out be sure to keep in mind what Higby said about kill cams on reddit:
The large scale of the battlefield in Planetside and the respawn mechanics mean that unless that guy is really dedicated to that spot and you're really dead set on getting revenge every time you die that it's unlikely that it'll be used as an automatic revenge kill.
As for everyone using it, it's a trade off... If you're going to be really stationary and not want to leave the spot you're at then having some form of jamming is might be something you'd really want. If you're run and gunning and not staying in the same place very often, it's not as important and maybe you'd want a different implant. I'm not really a "hunt down the dude who killed me and ignore everything else" kind of FPS player, some people are I'm sure, but to me that never seems very important and usually something else occupies my attention before I get there (in a large match) anyways.
Kill cams do other things too, let you see enemy customization or show off your own to your victims, show weapon statistics, etc. Sure, you could slap that all over a blank background, but that's boring.
Also, our kill cam shows up for a couple seconds before the main UI comes back up, on that UI you have access to everything from loadout customization, the map, cert trees, etc., so you're not stuck looking at some butthole that killed you for 30 seconds while you wait to get back in and blast his face off.

We've talked about having kill-cam jamming as well as "spotting mitigation" be available via implants. Working out balance for those is tough, but there will be options for people who want total stealthiness.
