I don't need this, but I often see people getting caught by phone companies doing this and getting stuck with the bill. No idea as to what percentage actually get caught though.

I have never understood the phone company's problem with tethering.
You pay for your subscription and they will all throttle you down at what they consider your "unlimited" limit really is anyway. So why bother if the downloading was done on a phone or tablet?

They only have so much bandwidth to give. So if you're a heavy user you're potentially hurting the throughput of others. If everyone was actually using the bandwidth 3G provided the whole system would come screeching to a halt. They want to prevent that, without spending money to upgrade their systems.
They also want to make more money off of you by restricting features. This is econ 102: If you create artificial scarcity you can make even more money.
