For example, a large outfit is about to attack an important enemy hex, so they create an alt on the enemy team and try to draw as many players to the other side of the continent before the attack (I would assume by typing "enemy at Hex ???!" in the chat). I'm not sure if the developers want this kind of gameplay or if this was an issue in PS1, so vets please inform me on how this worked in the old game.

Of course not. How can anybody determine "false information on purpose" with "I'm just a dumbass and misinterpreted what I saw" or "I believe anything in general chat, especially enemy's general chat." The main thing that'll prevent this is that who the hell cares what some BR1 guy says in general chat? He'll be one of thousands talking, no one's going to pay attention to him. So no one is really going to bother in the first place.

Fair enough, I suppose it is hard to distinguish the trolls from the misinformed. I assume the only way to make an impact on the chat is to spam it with your fake distress call, which would be very clearly within grounds for being banned (or at least, chat banned).

Spreading false information isn't a concern. Spreading correct information is, like letting the enemy know where an outfit is planning to raid and when and with what forces.
However, this is such a small part of the game and won't ruin anyone's fun IMO. It's not like a flawed game mechanic or a hack that you can see is happening and be actively frustrated. Behind the scenes talk won't even be apparent while your playing so I don't really care personally. If someone knows I'm coming, bring it on.

Spying and other clandestine activities like spreading disinformation should never be against game rules, they only add to the game by including a whole new battle-space for players to fight in.
