I thought this was pretty clear. It would be insanity to try to start a beta by inviting the tens of thousands of vets in addition to the thousands of PC Gamer keys all at the same time. SOE doesn't know how their servers are going to react to one thousand people. They aren't starting beta with one hundred thousand people.
