Has there been any citable source commenting on whether custom art is on the table? If the answer is no, I'm prepared to necro the appropriate Idea Vault bits and call it sorted.

There has been no citable source to my knowledge.

I'm still crossing my fingers that, post-launch, at least, we can get them to look over Flying Labs Studios' backend for allowing the community to anonymously vet custom art submissions for quality and appropriateness, and then knock FLS over the head with a desk lamp and run away, stealing the system wholesale for Custom Outfit Logos. The custom flag & sail submission system in Pirates of the Burning Sea was fantabulous, and they were able to really cultivate a helpful, respectful, and enthusiastic community that was very good about self-policing very stringent "style and feel" sorts of guidelines and offering constructive criticism and tips to newbies.
