Generally, closed beta involves the Devs to create a list of system types that they want to test with. They look for a wide variety of systems, so that they can see how well their game works on specific setups. Generally you will find that the earliest beta testers have high end machines and some mid range ones. You will not find too many people with low end comps. During the closed beta, the testers report on bugs/how the game runs on their pc, etc. As they go through the isues people are having, they tweak, optomize, and polish things for the open beta. Open beta is the point where they generally lt anyone play the game, to stress the servers, and see how things run with a large ammount of people. For games that anyone can run a server, they do not need as many testers. For MMO's however, they need alot of people to popuylate the servers, hence the 20k figure given out for the open beta. They want to hit the servers as hard as possible so they can tweak the server side of things.
