Planetside 2 Subscription?

I know the title may be miss leading, but it to help bring a topic into light that I and maybe a few are foggy on.

Some one mentioned that PS2 will have a optional subscription that net you more Recourse and exp.. but I was under the idea the closet we ever see to this is week long boosters we could buy, some one point were taken into light like those who pay the monthly fee will get Resources even logged off when I was under the idea that was for everyone to.

Anyone have any clarity to this?
