I'm not sure if the devs have considered this, but seeing as how command rank is effectively back and just obtainable as it was in PS1 it makes sense to give the command abilities a resource cost on use in addition to the timers.

This will help insure that leaders who lead are the ones using these abilities. While in a leadership role, your normal resource generation is reduced 20% with that 20% being converted to Commandium (). This helps insure that things like orbital strikes are not spammed randomly en masse.

Orbital strikes are on a timer, command missions are assigned by people who are followed by a sufficient number of people.

This isn't at you specifically, but in general... If you can't stand being voted against, don't call for a democracy.

Yea leave it how it is. Oribital strikes won't be spammed as they said it will cost A LOT of resources for one strike

It should just use equal parts of the 3 resources you use on other items/vehicles.

So say a Small OS is 2100 resources, it drains 700 of each.

What are the current limitations on these abilities - timers, resource, and certification costs - and in what way are they too lax?

What abilities should be more exclusive?

Everyone will cert all the way to Orbital Strike eventually. Everyone earns generic resources, and everyone is subject to the same timers. How is that not going to lead us into OS spam over the years?

What if creating missions cost resources? Perhaps than it would force the planner to balance the needs vs. Wants.

But again we move away from focusing on active leaders using them to everyone else, that would actually have the opposite of the intended effect.

This would have no positive effect whatsoever. It would make the game more complicated with no real benefit.

If OS spam becomes too ridiculous, the Devs will fix it.
They can set 1 OS per person per day.
They can set 1 OS per hex per hour.
They can set X OSs per region per hour.
^ all of that is per team, obviously

And any of those options (plus countless others that actual game developers could think of) would make far more sense than "Commandium"

I think the people opposed to this are the same people that intend to take advantage of the problem I'm seeking to address. I don't see why there would be any opposition otherwise.
