Are the resource personal or global?

i am unsure if the resources you can see banked up are for you to use, or if everyone on your faction has that same amount, and using them up counts for everyone.

If it is global, whats to stop a group of people from joining a faction and just eating up all the resources by spamming vehicles, grenades, and other resource usable items (Even if there is cooldowns, or unless income is greater than the usage, but that would ruin the point of the resource system)

I think there is also Outfit based resources as well.
