New Weapons for Classes & Vehicles?

Hi all!

I am a somewhat newb to this game, and I have a question: How do I unlock new weapons/mods/vehicle weapons? Do I automatically get them when I level up or do I need to cert for them?

Most infantry weapon mods are unlocked/bought via certs, new vehicle/MAX/inf weapons are bought with Auraxium (or Station Cash, which isn't available now).
