News: Hotfix Notes (2012/10/19)

We'll be pushing a hotfix tonight, when the servers are down, with the following fixes:

• Fix to the passive Cert gain rate
• Miscellaneous cleanup to the Cert pricing and weapon availability
• Fix to vehicle weapon purchasing
