Bland Cert Descriptions

I know some of the certs are self-explanatory, but in other cases, I have no idea what exactly it does.

Like the forward grip description in the mercenary carbine. It doesn't explain what it exactly boosts? Just says: allows the use of the forward grip, well duh.

There are other examples as well.
