Second one looks much better than the first. The hard edges give it that rough bad ass look. The first one is too smoothed out.

The original had me thinking NS for sure, especially because the devs rarely release random info on faction stuff its mostly nanite concepts.

But if the new image is a redesign its not a good one, it looks TR and in general way less cool than the original.

The first one looks like a re-purposed corporate executive's "off-roading" SUV.. so NC
Second looks professional military (and has a closer resemblance to the PS1 TR Hillbilly pickup truck)... so TR

I think the image seen in the vid (6:50-6:51, if you are trying to find it on twitch), looks actually more like an earlier version, and judging by the look of the headlights it seems to be a concept art, not a 3d model...
