Any news on when SC purchases will apply to all account characters

I thought that I had read somewhere that SC purchases would be available to all characters under an account at some time in the near future. Any news on when this will happen?

I would like to start playing my character on Miller but have no intention on spending another 1400 SC on a left arm Burster and Falcon.

Or is this just wishful thinking on my part?

Any talk about them refunding those characters you have mirrored those purchases with on different servers?

I'd be willing to bet the silence you hear is internal debate on whether they will be just cosmetics or weapons as well... and if it is weapons (I think it would be mostly easy) can you always choose an ES specific equivalent? And if you can, do you refund for those who purchased the ES equivalent on two/three servers?
I don't think I spent a single SC purchase on NC but I have a LOT of crossover on my TR and VS weapon wise.
