It doesn't make any sense. The inner barrel of the left fracture fires but on the right arm, it's the other barrel? Why can't it be both the inner barrels? Why are the devs so lazy?

Mechanically speaking, swapping the barrels would be more complicated to handle and thus less efficient. It makes sense for a weapon to always rotate in the same direction.
