Instant Action code seems to have taken 2 steps backwards.

I'm not sure why this is so difficult to master... it doesn't seem like the decision tree would really be all that complicated.

Yeah, so far, the 4-5 times I've tried Instant Action today, it's tried to take me to Quartz Ridge, regardless of there being no population or fighting there. It was never this bad before for me.
