How about they make it so when you are in a vehicle you slowly get fatter and fatter as you aren't using your muscles. Then when you get out you will be slower and a bigger target meaning you die more, but running counters this and reduces your weight so you get normal again! This would encourage people to not spend almost non stop time in vehicles as they would be forced to literally never use anything but vehicles or be useless when they come out of them!.
Or, and I know this is a absolutely insane idea they could make the timer longer so you're not guaranteed to have your vehicle off cooldown by the time you blow up..... Nah lets go for the fat thing |

Sorry but a horrible idea. For starters, vehicle spam is not a problem to begin with, even after the latest spawn rule patch. Bases are/have been redesigned to keep vehicles out so no reason to nerf them.
Besides that, punishing people for doing what they love most is not particularly good game design. And getting fat for spending a few hours in a vehicle sounds ridiculous anyway. You would need at least hundreds of vehicle hour time to make that a believable effect. Not to mention that the promise of this game is epic scale, not really something you want to nerf.
