To be honest its still in the works. SOme of the things you can do now are use the uplink device to get all friendly and enemy locations on a continent. Its sort of a "snapshot" of whats going on currently. You can set waypoints and send directed voice commands (click on someone in your squad and do a voicebind, this just sends it to that person) There is also talk of some "undisclosed" features we still dont know about.
oops, almost forgot at CR5 you can send global and continet wide chat |

Are BEPS and CEPS seperate? As in can you get to the maximum rank in both of them simultaneously?
Edit: Oh yea, sorry, FAQ, right... :o

But command ranks are supposed to be hard to get, so I think even the first one takes a few base caps or more.

CR1 is fairly easy to obtain with a few base captures. The uppers levels will certainly take some time. A few folks have reached CR3/4 in the last time since they reset the character database but you're not going to have 3000 CR5's running around anytime soon.

I got CR1 after ~5 base caps. (Got my cool one shin pad also) CR1 is easier to get than go from BR10 to BR11.
P.S. You must have people in your squad before you start the hack, other wise, you just get BEP's for the hack.
