This is an EXTREME n00b question but only needs a simple answer. Lets say you practice in medium assault. Now thats, what, 2 cert pts (according to my char maker). Now lets say you put 4 cert pts into medium assault, are you better with medium weapons. Or can you even do that?

Nope, there's only one level of every certifications (considering hacking and advanced hacking and the like to be seperate certs).
I'm glad for that too, or else everyone would find the best cert and put all 23 points into it probably.

You use battle experience to gain battle ranks, and with each battle rank you gain a cert point. I thought you started with 3 cert points, and then with 20 BRs, you'd have 23, but on the PSI cert calculator, the max was 22 certs, so I'm not real sure if it's 22 or 23.

it was 22, but now you start with 3 insted of 2, so max is 23
*and the 1st lvl up is very easy, just test all guns, etc, so you can actually start with 4 pts to use if you just vr for a bit
