Up to command rank 4 from what I've experienced. (I'm cr4)
CR1: Waypoints CR2: See all friendlies on the map. CR3: Jam CR4/CR5 commanders from seeing you with see all enemies, Battleplans ability, Ability to tap into the planetwide commander chatline. CR4: Greater Jamming radius, See all enemies in a radius around you. (Fairly large, about 4 SOI spheres together large), Orbital strike (Not working yet) |

Hmm, those sound too useful. It seems like people will want to get them even if they have no interest in commanding, which would be bad.
In any case, I can imagine a lot of outfits requiring CR3 so they don't show up on see all enemies.

maybe the orbital strike will destroy things. while only dong minor damage to troops. like maybe it will be an emp effect.
this could mean -lose control and power of vehicles (gets interesting with galaxies ) -destroy mines/motionsensors/spitfires, etc. -maybe limited time effect on the above (disable vehicles/planted items for like 5-10 minutes?) -maybe it will have an anti armor effect and hardly touch the troops once again -maybe it will be very small strike area and be mostly good for things like killing AMS's and stuff. or bombing a galaxy that has been parked (dont forget commanders can see everything)

Just to clarify...
You can only use see all friendlies/enemies once every twenty minutes or once every respawn. Whichever is first. It's only a snapshot of the area, and not anything that tracks/etc. So it's not something you can use non-stop unless you like consistantly suiciding. You have to decide when to use it wisely. As for jamming I have no clue the radius it jams, info like that is hard to find out unless you have two diff empires testing, or the devs give the info directly. |

Thats not very militiristic. The leader should not be the one sacrificing himself. Im sure the strike will be handled in some balanced way we will just have to wait and see what pull out of their hats.
